Telangana student shot dead while delivering ‘fake’ pizza order in Philadelphia

A 28-year-old student from Telangana was shot dead while delivering pizza in Philadelphia, United States, in the early hours of Friday, June 5. Investigators suspect he may have been lured to a vacant property through a fake delivery order before being killed. The victim, Anshul Kuncha, was from Gundlapochampally in Telangana’s Medchal-Malkajgiri district. He had been living in the United States for nearly four years and was pursuing a Master’s in Business Administration at Temple University. To support his education, he worked part-time as a pizza delivery executive with Pete’s Pizza. The shooting took place shortly after midnight at the Raymond Rosen Homes housing complex on Edgley Street in north Philadelphia. According to Philadelphia Police, Anshul had delivered three pizza boxes to a vacant housing unit before he was found with a gunshot wound to the head.Chief Inspector Scott Small of the Philadelphia Police Department said officers found Anshul lying unresponsive and bleeding heavily. He was taken to Temple University Hospital, where doctors declared him dead.Investigators recovered three spent shell casings from the scene. Police said the location of the shell casings indicated that the shooter or shooters were standing very close to Anshul when the shots were fired. His vehicle was found nearby with a pizza warmer still inside.Police also found three pizza boxes and a delivery bag inside the vacant apartment. The items appeared untouched, leading investigators to believe that Anshul had completed the delivery before he was shot outside the building.Police have obtained surveillance footage from cameras operated by the Philadelphia Housing Authority. While the shooting itself was not captured, the footage reportedly shows Anshul carrying pizza boxes while being followed by two individuals dressed in dark clothing. One of them appeared to be carrying a backpack.Investigators have traced the phone number used to place the delivery order and are examining it as a key lead. No arrests have been made so far.According to local media reports, the delivery request had been made to what appeared to be an abandoned or vacant property. Anshul’s family believes the order was a decoy intended to lure him to the location.Speaking to the media in Telangana, Anshul’s sister Tanvi alleged that the delivery had been a trap. She said there was no apparent reason for anyone to order food to a deserted location and questioned the motive behind the killing. The family also noted that none of Anshul’s belongings were stolen, raising further questions about the circumstances surrounding the shooting.Tanvi said Anshul had previously been robbed in Philadelphia and had lost his phone, cash and other personal belongings, but had never faced a life-threatening attack. She appealed to Indian authorities and the Indian Consulate in the United States to help expedite the return of his body and ensure justice for her brother.“My brother was a loving and joyful person. We only want his body to be brought back home as soon as possible and those responsible to be punished,” she said. The Consulate General of India in New York said it was deeply saddened by Anshul’s death and was in touch with local authorities and the family. In a statement posted on X, the Consulate said it was extending all possible assistance to the bereaved family.

CPI(M) questions Congress poll campaign in Kerala, seeks clarity ahead of INDIA bloc meet

The Communist Party of India (Marxist) has written to Congress President Mallikarjun Kharge, strongly objecting to the party’s campaign during the Kerala Assembly elections and accusing the Congress leadership of undermining opposition unity by alleging a “deal” between the CPI(M) and the Bharatiya Janata Party (BJP). In a detailed letter, CPI(M) General Secretary MA Baby recalled that during the Kerala polls, Congress leaders repeatedly alleged that CPI(M) senior leader and then chief minister Pinarayi Vijayan had struck an understanding with Prime Minister Narendra Modi. The question was posed, “Otherwise, why is it that he has not been interrogated or arrested by the Enforcement Directorate?” “These were not stray remarks made in the heat of an election campaign, but were the centre piece of your political campaign. Every national leader, Rahul Gandhi, Priyanka Gandhi, and you, made such allegations repeatedly,” Baby wrote. The CPI(M) reminded the Congress that the INDIA Bloc was constituted as a broad platform to politically fight the BJP, bringing together parties of diverse ideologies who are otherwise electoral rivals in many states. “Strangely, now, the CPI(M) is accused of having a deal with the BJP. This is a canard that we cannot take lightly. This strikes at the very basis of the unity forged against the BJP,” the letter said. The CPI(M) also pointed out that hundreds of its cadres had been “martyred in Kerala in the fight against the RSS-BJP” and stressed that during the 10 years of Left Democratic Front (LDF) rule in Kerala, there had been no communal riots, unlike in many other states. “This vouches for our commitment towards secularism and safeguarding communal harmony,” Baby noted. The letter further criticised the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, for repeatedly calling for the ED to take action against Pinarayi Vijayan. “Can this be termed as an anti-BJP stance, or is it a case of inviting the Modi government to take illegal punitive action against a fellow opposition leader? Unless these matters are clarified, the very purpose of the INDIA Bloc would be in question,” Baby wrote. “As the President of the Indian National Congress, it is up to you and the Congress leadership to clear the air regarding such disruptive moves,” the CPI(M) said, adding that the issue needed to be addressed in the context of the INDIA Bloc meeting scheduled for June 8. Despite its concerns, the CPI(M) assured full cooperation in Parliament with the INDIA Bloc and other opposition parties to mount a united fight against what it described as the “authoritarian, communal, and anti-people policies” of the Modi government. “The CPI(M) will never be found wanting in this task despite all the attacks and distortions,” Baby concluded.

“Salim, who laughed and made others laugh, thought and made others think, and occasionally cried and made others cry, now, all you do is make me cry. Your departure, dear brother, has become an unending sorrow," actor Mammootty wrote, bidding an emotional farewell to late actor Salim Kumar.Salim Kumar passed away on Saturday, June 6, at a private hospital in Kochi following health complications. The actor, who had undergone a liver transplant a few years ago, was admitted to the hospital earlier in the day and was placed on ventilator support. He will be laid to rest at his residence in North Paravur on Sunday evening. He was 56.Kerala Chief Minister VD Satheesan also paid tribute to Salim Kumar on Sunday, June 7, describing his death as not merely the loss of a gifted artist to Malayalam cinema, but a deeply personal loss of “a brother”. In a condolence message, CM Satheesan said Malayalam cinema has lost one of its most talented performers, while he has lost a cherished friend and brother. He recalled Salim Kumar as a person who never hesitated to express his political convictions and remained steadfast in defending his beliefs regardless of personal consequences. The Chief Minister said the actor had repeatedly demonstrated that he was capable of excelling in every form of acting. “Salim Kumar showed world-class excellence across different dimensions of performance. While one side of his face brought laughter to audiences, the other carried emotions that could move people to tears,” Satheesan said. Salim Kumar started his career as a mimicry artist with ‘Kalabhavan’. He rose to prominence in the late 1990s and 2000s through memorable roles. His characters and dialogues became deeply embedded in Kerala’s popular culture and remain widely quoted.Over a career spanning nearly three decades and hundreds of films, he evolved from a beloved comedian into one of Malayalam cinema’s finest character actors. One of Malayalam cinema’s most versatile performers, Salim Kumar first won audiences over with his unique comic timing before establishing himself as a powerful dramatic actor. He received the National Film Award for Best Actor in 2010 for his acclaimed performance in 'Adaminte Makan Abu', which also earned him the Kerala State Film Award. He had earlier won the Kerala State Film Award for Second Best Actor for 'Achanurangatha Veedu' and later earned recognition as a filmmaker, with 'Karutha Joothan' winning the 2017 Kerala State Film Award for Best Story. Salim Kumar leaves behind a legacy that transcends genres. As Kerala prepares to bid farewell to one of its most beloved artists, tributes from fans, colleagues, and public figures continue to underscore the profound impact he made on Malayalam cinema and society. The actor’s mortal remains were placed at the North Paravur Town Hall on Sunday morning, where thousands of admirers gathered to pay their final respects. Members of the Malayalam film fraternity, political leaders and people from all walks of life visited the venue to offer their condolences. The body will be taken to his residence by 1 pm, and funeral rites will be held at 3 pm before he is laid to rest later in the evening.Salim Kumar is survived by his wife Sunitha and sons Chandu and Aaromal.Tributes continued to pour in from across Kerala and beyond. Actors Shwetha Menon, Ramesh Pisharody MLA, and several other members of the Malayalam film industry visited the hospital and later paid their respects at the public homage venue.

National Award-winning Malayalam actor Salim Kumar dies at 56

Follow TNM's WhatsApp channel for news updates and story links.National Award-winning Malayalam actor Salim Kumar, one of the most beloved performers in the industry whose characters and dialogues became a part of Malayali popular culture, died at a private hospital in Kochi on Saturday, June 6. He was 56. The actor was reportedly undergoing treatment for a liver-related illness and died following a heart attack. From the mimicry stages of Kerala to some of Malayalam cinema’s most memorable films, Salim Kumar’s career spanned over three decades and more than 300 films. While he first found a place in the hearts of audiences as a comedian, he later broke away from that image with a series of powerful performances that established him as one of the industry’s finest character actors. Born on October 9, 1969, at Chittattukara near North Paravur, Salim Kumar entered the world of performance through mimicry. He was active with troupes including Cochin Kalabhavan before making his way into films in the 1990s. His first film was Ishtamanu Nooru Vattam (1996). The 2000 film Thenkasipattanam marked a turning point in his career, making him a familiar face in Malayali households. Over the next several years, Salim Kumar became synonymous with a brand of comedy rooted in sharp observations of everyday life, impeccable timing, and characters who felt instantly recognisable. Roles in films such as Kalyanaraman, CID Moosa, Pulival Kalyanam, Meesha Madhavan, Thommanum Makkalum, Pandippada, Mayavi and Thilakkam cemented his place as one of Malayalam cinema’s most popular comic actors. Years later, many of his dialogues and scenes found a second life on social media, where they continue to be shared widely as memes and references. Salim Kumar’s legacy, however, extended far beyond comedy. In Achanurangatha Veedu, he delivered a restrained performance that earned him the Kerala State Film Award for Second Best Actor in 2005. In 2010, his portrayal of Abu, an ageing perfume seller with a dream of performing Hajj in Adaminte Makan Abu, won him the National Film Award for Best Actor as well as the Kerala State Film Award for Best Actor. He also won the Kerala State Film Award for Best Comedian for Ayalum Njanum Thammil in 2013. As a filmmaker, Salim Kumar directed Compartment, Karutha Joothan, and Daivame Kaithozham K Kumar Akanam. Karutha Joothan won him the Kerala State Film Award for Best Story. Beyond cinema, he also remained an active participant in public affairs and political discussions. During the recent Kerala Assembly election campaign, Salim Kumar openly backed the Congress-led United Democratic Front and participated in several campaign programmes across the state. Despite recurring health issues and a visibly fragile condition, he continued to make public appearances throughout the election season. He actively campaigned for VD Satheesan in his home constituency of North Paravur during the Assembly elections. He also attended the civic reception event held for VD Satheesan on May 24.

Samastha Kerala Jamiyyathul Ulama has said that Muslims should refrain from participating in religious rituals associated with other faiths, after Perambra IUML MLA Fathima Thahiliya lit a Nilavilakku or lamp during a public function in her constituency. The organisation's Supreme Consultative Council, examined the issue amid growing debate within sections of the Muslim community. The Samastha is a body of Sunni scholars. In a statement, the Samastha said the lighting of a traditional oil lamp is a practice historically associated with non-Muslim religious customs. The organisation maintained that participation in such rituals is not permissible for Muslims and outlined its religious position on the matter.According to the statement, if a Muslim performs the act, while subscribing to beliefs linked to the ritual that contradicts Islamic teachings, it could amount to leaving the fold of Islam. If the act is carried out without accepting such beliefs and only as an imitation of non-Muslims, it would still be considered prohibited and sinful, the organisation said.Senior Samastha leader Abdul Hameed Faizy Ambalakkadavu reiterated the stand in a Facebook post, saying Islamic teachings encourage peaceful coexistence, friendship and good relations with followers of other faiths, while drawing clear boundaries regarding participation in their religious practices."Islamic laws are clear and explicit. While believers are instructed to maintain cordial relations with people of other faiths, participation in the rituals and traditions of other religions is prohibited," he wrote.Fathima Thahiliya, made history recently by becoming the Indian Union Muslim League's first woman MLA. She defeated CPI(M) leader and LDF convener T P Ramakrishnan in Perambra.Fathima Thahliya’s rise in the organisation began through Haritha, the women's wing of the Muslim Students Federation (MSF), where she served as founding state president and helped expand the student body's presence across campuses. She later found herself at the centre of a major controversy after backing Haritha leaders who raised allegations of sexual harassment against senior MSF functionaries. The dispute eventually led to her removal as MSF national vice-president and the dissolution of Haritha. Her candidature in the Assembly election had also faced opposition from conservative sections within the community, including some aligned with Samastha.

Satheesan’s first budget to reset Kerala’s finances amid Rs 20,500 crore Central fund gap

Follow TNM’s WhatsApp channel for news updates and story links. The first Budget of the new Kerala government, to be presented by Chief Minister and Finance Minister V.D. Satheesan on June 19, is expected to focus on a major course correction for Kerala’s finances after a White Paper exposed serious gaps between earlier budget projections and the state’s actual fiscal position. With the government facing an estimated shortfall of nearly Rs 20,500 crore in Central fund transfers this financial year, CM Satheesan’s maiden Budget is likely to spell out a road map for fiscal consolidation, improved revenue mobilisation and tighter expenditure management. The White Paper released by the Kerala government states that serious flaws in earlier budget estimates, particularly relating to Union government assistance, had contributed to the present financial stress. It points out that the 2026-27 Interim Budget presented by the previous LDF government was based on incorrect assumptions regarding Revenue Deficit Grants and the Centre’s share of tax devolution. The Interim Budget had projected Rs 14,138 crore as Revenue Deficit Grant. However, the 16th Finance Commission has not made such an award, creating a major gap in the state’s expected revenue flow. This has resulted in a severe financial challenge for the new administration, according to the report. In the introduction to the White Paper, CM Satheesan said the purpose was not simply to criticise previous governments but to place before the people the real financial situation of the state and identify the way forward. He said Kerala needed an accurate diagnosis of its fiscal problems along with collective participation in implementing reforms to strengthen the state’s economic foundation. The report proposes strict fiscal discipline, reduction of avoidable expenditure, strengthening of revenue collection and institutional reforms in financial management. The government has indicated that spending will be reviewed carefully while ensuring that development priorities, social welfare and public investment are protected.CM Satheesan has also stressed that transparency in financial management is essential and that public resources must be managed with accountability and responsibility. The White Paper was prepared based on detailed data and analysis from the Finance Department by an expert committee headed by former Union Cabinet Secretary K.M. Chandrasekhar. The Centre for Development Studies (CDS) facilitated the committee’s deliberations. The immediate challenge before CM Satheesan will be to convert the findings of the White Paper into policy decisions when he presents the Budget. The financial statement is expected to announce the government’s corrective measures, including changes required to stabilise Kerala’s finances and create a sustainable growth path.

Kerala toddler death: Why was suspected child abuse not reported by doctors?

The death of one-and-a-half-year-old Arshid from Kerala’s Nedumangad has left many disturbed. The grief of losing a toddler is difficult enough. The grief of losing a toddler allegedly at the hands of a person entrusted with his care is something else altogether.Children have the right to be protected from violence, exploitation, and abuse. Yet violence against children remains a reality across every social and economic group, religion, age, and culture. Children face domestic violence, sexual abuse, trafficking, child labour, bullying, and neglect. The consequences often extend far beyond childhood. More than half of the world’s children are estimated to have experienced acute violence, with South Asia carrying a substantial share of this burden. What makes violence against children particularly disturbing is that it frequently originates within spaces that are expected to be safe. The perpetrator is often not a stranger but someone known to the child: a parent, caregiver, relative or trusted adult. The allegations emerging from the Nedumangad case paint a grim picture. Arshid is reported to have died following a grievous physical assault allegedly inflicted by his mother’s live-in partner. He was reportedly brought to the hospital with the explanation that he had aspirated food. The circumstances surrounding his death came under scrutiny only after his grandparents demanded a post-mortem examination. The findings that subsequently emerged were shocking. Investigators reported more than 90 separate injuries, both old and recent. These reportedly included rib fractures, intracranial bleeding, and burn injuries allegedly caused by cigarette butts on different parts of the child’s body, including the genitals. Medical findings indicate that the assaults may not have been confined to a single episode but may have occurred repeatedly over a period of weeks. The case also raises uncomfortable questions beyond the events immediately preceding his death. News reports suggest that the accused had a prior history of severe domestic violence. Reports also indicate that family members had raised concerns regarding Arshid’s safety earlier. His grandparents reportedly made attempts to obtain custody of the child and are said to have raised allegations of abuse. Were formal complaints filed? Were they investigated? If complaints existed, what action followed? If a history of violence had already been documented, was there an opportunity for intervention before the situation escalated to this point? One detail stands out among the many disturbing findings. Several weeks before his death, Arshid reportedly underwent treatment for fractures involving both arms. The explanation offered was a fall. Yet bilateral arm fractures in a toddler rarely fit comfortably into ordinary explanations. Medical students encounter such examples early in forensic medicine while studying battered baby syndrome and non-accidental injuries.Park’s Textbook of Preventive and Social Medicine describes battered baby syndrome, also known as Caffey-Kempe syndrome or non-accidental injury of childhood, as the infliction of wholly inexcusable violence upon a young child by an adult in a position of trust.Forensic textbooks describe certain recurring warning signs. These include repeated injuries occurring at different stages of healing, explanations that do not adequately match the injuries observed, delays in seeking medical attention, bruises, fractures, and soft tissue injuries that suggest force rather than accident. These patterns are not viewed in isolation but are pieced together as part of a larger clinical picture. For doctors, this is not merely a textbook definition but a warning that carries legal implications.Suspected child abuse is a recognised indication for registering a medico-legal case. The purpose of the medico-legal system is not simply documentation. It is to ensure that suspicious injuries do not disappear into hospital records without scrutiny. Even when family members are unwilling or hesitant to approach the police, doctors possess the authority to initiate medico-legal reporting through established mechanisms.Under the medico-legal framework, the duty to report suspected abuse rests equally upon all healthcare institutions. The responsibility arises from the nature of the injuries and the circumstances surrounding them, not from whether the hospital is public or private, big or small. It would be useful to understand that doctors are encouraged to make medico-legal entries even on the slightest suspicions.Once registered, a medico-legal case enters a formal process of police inquiry and documentation, making it considerably more difficult for allegations of violence to be overlooked or ignored. This is where the Nedumangad case demands closer examination. Where was the child treated for the fractures? Was a medico-legal case registered? Were the injuries documented as suspicious? Were the police informed? Was any inquiry initiated? I

‘Islamic-friendly gym’ triggers row in Kerala, trainer says no communal motive

Follow TNM's WhatsApp channel for news updates and story links. The announcement of an ‘Islamic-friendly gym’ in Kerala’s Palakkad has sparked debate in the state, with right-wing organisations raising allegations of communalism. In the last week of May, fitness trainer Nawaz Muthu T announced the re-launch of ASB Gym in Puthunagaram, through a video posted on social media. He explained that the facility would operate without loud music and provide separate timings and spaces for men and women.Following the announcement, he faced severe criticism, some going to the extent of alleging that this was an implementation of Sharia law in Kerala. Prasanth Sivan, the district president of the Bharatiya Janata Party, filed a police complaint against Nawaz. In his complaint to the Palakkad District Superintendent of Police, he alleged that the gym was fostering communal polarisation and threatening public harmony and requested an immediate investigation and registration of FIR under relevant provisions. Following the controversy, Nawaz clarified that his intentions were not to promote communalism. “It is being portrayed as a gym that imposes Islamic rules, but that is not true,” he stated, explaining that the gym atmosphere is designed to be Islamic-friendly to make it easier for individuals who prefer such a setting.“It was not set up with the intention of excluding anyone, nor is there a stipulation that prohibits people of different beliefs or backgrounds from attending. Loud music will not be played in the gym; however, those who enjoy listening to music can do so through their headphones,” he said.ASB Gym has been operating in Puthunagaram since 2012. With competition in the market increasing, the original owner decided to quit the business and handed the gym over to Nawaz. Nawaz then chose to re-launch it as an ‘Islamic-friendly’ establishment. The video and controversy In the announcement video, Nawaz clarified that he renovated the 15-year-old ASB Gym and adapted it into an ‘Islamic-friendly’ gym. He said that it would be the first ‘Islamic-friendly’ gym in Kerala.A pinned comment under the Instagram video stated that the gym would operate in accordance with Islamic principles. “That means there will be no music, private parts of the body should be appropriately covered, and men and women will not work out together. Separate timings will be provided for both genders. Unnecessary conversations or discussions will not be part of the environment. People of all religions, as well as those with no religious affiliation, are welcome to join together,” it said.In a subsequent video, Nawaz reiterated that the gym would be open to people of all faiths. Speaking with TNM, Prasanth Sivan, BJP district president who filed the police complaint against Nawaz, said that he plans to file a complaint with the National Investigation Agency (NIA). He said, "Nowadays, even countries like Saudi Arabia are relaxing their laws. In the past, Saudi women were not allowed to drive, but now they are given driving licenses. When even Muslim countries are evolving, it seems that Kerala is moving in the opposite direction. When things regress like this, people naturally begin to suspect that there may be hidden agendas behind it."

Heavy rain forecast in Kerala and Karnataka till June 11

Follow TNM's WhatsApp channel for news updates and story links. The India Meteorological Department (IMD) has forecast isolated heavy to very heavy rainfall (7-20 cm) over Kerala and Karnataka and isolated heavy rainfall over Tamil Nadu till June 11. The Southwest Monsoon set in over Kerala on Thursday, June 4, three days later than its normal onset date of June 1. The IMD said the delay falls within the standard range of variation. Several parts of Kerala have continued to receive heavy rainfall, leading to waterlogging on roads and flooding in low-lying areas. On Friday, June 5, the IMD issued an orange alert for seven districts in Kerala — Pathanamthitta, Alappuzha, Kottayam, Idukki, Ernakulam, Thrissur and Kasaragod. Thunderstorms accompanied by moderate to heavy rainfall and strong winds of up to 40 kmph are likely in parts of these districts, the weather agency said. In Karnataka, yellow and orange rain alerts have been issued for several districts over the next four days as the monsoon advances northward. Atmospheric conditions are favourable for the Southwest Monsoon to progress into coastal Karnataka districts of Dakshina Kannada, Udupi and Uttara Kannada within the next 48 hours. North interior and south interior Karnataka are also expected to receive heavy rainfall over the next few days. Dakshina Kannada and Udupi have been placed under an orange alert, with forecasts of heavy rainfall, thunderstorms, lightning and gusty winds. According to meteorologist N Puviarasan, prevailing wind patterns and other atmospheric conditions support the monsoon's further advance into Karnataka, Goa, Maharashtra, Andhra Pradesh, Tamil Nadu and parts of the Bay of Bengal over the coming days. Telangana is also expected to receive heavy rainfall in six districts—Rangareddy, Sangareddy, Medak, Kamareddy, Mahabubnagar and Nagarkurnool. In Karnataka’s Mangaluru, rough sea conditions have been reported, with high humidity and dense rain-bearing clouds building offshore. Authorities have advised residents in coastal areas to avoid locations prone to waterlogging and flooding. This article was written by a student interning with TNM.

Kerala HC dismisses CMRL appeal against ED probe linked to Veena Vijayan

Follow TNM’s WhatsApp channel for news updates and story links. The Kerala High Court, on Friday, June 5, rejected an appeal filed by Cochin Minerals and Rutile Limited (CMRL) seeking to quash the Enforcement Directorate (ED) case against it in connection with the alleged money laundering linked to Exalogic Solutions Pvt Ltd, a company owned by Veena Vijayan, daughter of former Kerala Chief Minister Pinarayi Vijayan.A Division Bench comprising Justices Raja Vijayaraghavan V and KV Jayakumar upheld the May 26 order of single judge Justice TR Ravi, who had refused to interfere with the ED proceedings.Pronouncing the verdict, the Bench said the case required it to determine the legal nature and status of an Enforcement Case Information Report (ECIR) vis-à-vis an FIR under the Code of Criminal Procedure, 1973, and whether such an ECIR could be quashed. The Court also examined whether the ED’s powers of inquiry under Section 50 of the Prevention of Money Laundering Act (PMLA), which allow the agency to summon persons, examine them on oath and call for documents, could be exercised without a prior FIR or complaint involving a scheduled offence.Another issue before the Bench was whether the initiation of civil action under Section 5 of the PMLA, which deals with the provisional attachment of properties suspected to be proceeds of crime, and the exercise of powers under Section 50 required the prior registration of a scheduled offence.Answering these questions against the appellants, the Court held: “We hold that the non-registration of an FIR or non-filing of a complaint in respect of a scheduled offence will not bar the ED from initiating civil action under the PMLA.”On the challenge to the ECIR, the Court held that the plea was unsustainable.“As regards the prayer to quash the ECIR, we hold that since ECIR is not a statutory document, and even the non-registration of the ECIR does not impede the commencement of civil action, said prayer cannot be granted,” the Bench said. The Court added that the single judge had rightly rejected the plea and found no reason to interfere with the earlier judgment. “Appeal is dismissed,” the Bench said.Following the pronouncement of the judgment, counsel appearing for CMRL sought protection from coercive action for two weeks to enable the appellants to approach the Supreme Court. The Division Bench, however, declined the request. The appeal arose from proceedings initiated by CMRL and four of its officials, who had approached the High Court in 2024 seeking to quash the ECIR registered by the ED, the summons issued to them and all subsequent proceedings. On May 26, Justice TR Ravi dismissed the petition, holding that it had been filed at a premature stage. The judge also took note of a complaint filed by the Serious Fraud Investigation Office (SFIO) alleging offences under the Companies Act, which constitute scheduled offences under the PMLA.The controversy stems from allegations that CMRL paid money to Exalogic Solutions, an IT firm linked to Veena Vijayan, between 2017-18 and 2018-19 under agreements for software development, management and consultancy services.According to the Income Tax Department, Exalogic received approximately Rs 1.72 crore from CMRL despite not rendering the contracted services. The department’s Interim Board of Settlement later described the transactions as “illegal payments”. Subsequent investigations by the ED and the SFIO examined whether the payments constituted proceeds of crime under the PMLA.Veena Vijayan and Exalogic have denied any wrongdoing and maintained that the payments were part of legitimate business arrangements. No court has convicted Veena Vijayan, Exalogic, CMRL or Pinarayi Vijayan so far.The High Court’s ruling clears the way for the ED to continue its investigation into the alleged transactions and related financial records.
