ISRO to privatise launch vehicle production, ex-chief Madhavan Nair questions viability

Former ISRO chairman G Madhavan Nair has questioned the viability of the Union government’s move to have private companies and public sector undertakings (PSUs) take over the manufacture of launch vehicles, arguing that industry already handles much of the manufacturing for ISRO, while the space agency continues to carry out critical operations such as final assembly, integration, testing, and launching.Madhavan Nair’s comments come after Indian National Space Promotion and Authorisation Centre (IN-SPACe) Chairman Pawan Goenka said ISRO would stop manufacturing launch vehicles, with their production to be taken up by the private sector or PSUs.“ISRO will not make any launch vehicles and will not manufacture any launch vehicles. That will all be done by the private sector or PSU,” Goenka said while speaking at Business Today’s India @ 100 Economy Summit.According to Madhavan Nair, industry has already been involved in the manufacture of launch vehicles for decades, and “around 90% of the work” on rockets such as the Polar Satellite Launch Vehicle (PSLV) and Geosynchronous Satellite Launch Vehicle (GSLV) is currently done by industry.“The final assembly, integration, testing, and launching is done by ISRO. So that's the critical operation, and we cannot leave it to an industry who is not experienced or who does not have the expertise in the field,” he said.Madhavan Nair questioned whether private companies would be willing to make the investment required to independently undertake such operations. “If you want to create an establishment similar to ISRO, today it will cost something like 50,000 crores. And the income from that will be hardly a few thousand crores,” he said.“So which industry will come forward in making such a large investment with a very miniscule return? So that's a big question mark,” he added.According to Madhavan Nair, the more lucrative opportunities in the space sector lie in applications based on space technology rather than the manufacture of launch vehicles and satellites.“The contribution of the global business in space is only 20% from the hardware industry, whereas 80% is coming from the application program,” he said, pointing to services based on communication satellites and earth observation as examples.ISRO's shift to industryThe proposed shift is part of the Union government’s broader effort to increase private-sector participation in the space sector, with ISRO expected to increasingly focus on research, scientific missions, and advanced technologies rather than routine production.Speculation over the move had intensified after IN-SPACe recently invited Indian companies to operate and maintain ISRO's upcoming Rs 1,000-crore Small Satellite Launch Complex (SLC) in Kulasekarapattinam in Tamil Nadu's Thoothukudi district.According to India Today, the first major step has already been taken with the Small Satellite Launch Vehicle (SSLV). Its technology and production rights have been transferred to Hindustan Aeronautics Limited (HAL) following a bidding process. The government is now looking at similar arrangements for the PSLV and Launch Vehicle Mark-3 (LVM3), India’s most powerful operational rocket.Madhavan Nair said attempts to transfer the production of launch vehicles to industry have been underway for years. “After the launch of PSLV, we announced that we want the industry to take on this. Even today that is not fructified,” he said.He said the latest arrangement involves NewSpace India Limited (NSIL), the commercial arm of ISRO, working with Larsen & Toubro and HAL to produce the PSLV, while critical technology continues to be held by ISRO. “After nearly 20 years of effort, there is a stage which we have reached here now,” he added.ISRO has historically developed technologies, manufactured rockets and satellites, and conducted launches, while also pursuing scientific research. However, industry has long been involved in manufacturing components and hardware for ISRO missions.“We have already transferred 120 technologies from ISRO to the private sector,” Goenka said. The proposed shift would see private companies and PSUs take on a larger share of routine manufacturing and established technologies, while ISRO focuses more on research, advanced technologies, and complex scientific missions.According to the report, the government is also planning to hand over the operations of a new launch centre to private industry. Goenka said the operator could be finalised within the next four or five months. What are PSLV, GSLV, LVM3 and SSLV?The PSLV is ISRO’s workhorse rocket and has been used since the 1990s to launch satellites for earth observation, navigation, scientific research, and other applications. It is a four-stage launch vehicle capable of placing satellites into different orbits and has also launched satellites for several other countries. The GSLV is a heavier launch vehicle designed primarily to place communication and other satellites into geosynchronous transfer orbit. More than 53% of funds, which would supplement the State Disaster Response Funds, remains unutilised, as per a report of Comptroller and Auditor General of India based on the accounts of Union government in 2024-25, tabled at the Parliament the other day. Of the total Rs 11,474 crore sanctioned under NDRF as assistance to the state for calamities of severe nature, only Rs 5356 crore was transferred to the states. The remaining Rs 6117.97 crore is listed as ‘savings’ in the CAG report to indicate that it was unspent. This comes at a time when several states, including Kerala and Assam, are alleging that the Union government ignored its demand for more NRDF funds during devastating natural calamities. CAG has noted this glaring disparity in the head ‘Transfers to state’, which also include assistance to state from National Disaster Mitigation Funds (NDMF) and special assistance. Nearly 75 % of funds under NDMF and over 83 % of special assistance to states were not transferred. The sanction provision for special assistance was Rs 20,000 crore, of which only Rs 3350 was spent. Under NDMF to states, only 719.72 crore was transferred from the sanctioned amount of Rs 2868 crore. In addition to these, the Union government has a grant worth Rs 100 crore which can be transferred to states as ‘Loans as advance assistance for relief on account of natural calamities’. The government has not utilised a single penny from this account. While NDRF is used towards meeting the expenses for emergency response, relief and rehabilitation, the NDMF is for implementing schemes aimed at reducing the risk or impact of a disaster. The CAG has noted that there has been persistent savings under ‘Transfers to states’ under various schemes in the financial years, 2022-23, 2023-24 and 2024-25. The under utilised amounts of these periods were respectively Rs 67,882 crore, Rs 46,012.89 crore and Rs 36,219 crore. “Persistent savings were registered despite being regularly pointed out in our Audit Reports and the advisory issued by MoF (Ministry of Finance) on realistic budgeting on the directions of the Public Accounts Committee,” the CAG report said. As per the guidelines, natural calamities such as cyclones, droughts, earthquakes, fires, floods, tsunamis, hailstorms, landslides, avalanches, cloudbursts, pest attacks, cold waves and frost that are considered to be of severe nature by the Union Government, and which require expenditure by a state government beyond the balance available in its State Disaster Response Fund, qualify for immediate relief assistance from the NDRF.As per national policy on disaster management, the state governments are primarily responsible for providing necessary relief measures in the wake of notified calamities using SDRF. If they need additional assistance from the NDRF, the concerned state must submit a memorandum. A Central team is then deputed to conduct an on-the-spot assessment and submit a report on the extent of assistance required. Based on the team's recommendations, a High-Level Committee, comprising the Union Ministers of Home Affairs, Finance and other relevant ministries, approves the quantum of assistance to be released from the NDRF.Recently, Congress MP from Assam Gaurav Gogoi had stated that the state received only 2.4% of the National Disaster Response Fund (NDRF) assistance it requested during the floods. In 2023, Kerala had sought Rs 2221 crore assistance from the Union government under NDRF for rehabilitation after the Wayanad landslide. However, more than a year later, the Union approved Rs 260.56 crore. After releasing a first installment of Rs 76.16 crore, the state and centre got into a tussle over release of further amounts. The Kerala High Court, which intervened in the dispute, then asked the state to release the utility certificate for clarity on the amount utilised. It also reminded the Union government to observe the principles of co-operative federalism. In 2024, a drought-hit Karnataka had moved the Supreme Court seeking release of NDRF assistance after Centre released Rs 3499 crore on its request for Rs 18000 crore. Similarly, Tamil Nadu had raised a claim of Rs 37,907.21 crores on destruction caused by cyclonic storm Michaung in 2023 for which the Union Government sanctioned only Rs. 276 crore.

Mamata Banerjee’s aide Ashish Banerjee found dead at TMC office in Birbhum

Former West Bengal Assembly Deputy Speaker and veteran Trinamool Congress leader Ashish Banerjee was found dead inside a party office adjoining his residence in Rampurhat, Birbhum, on Sunday, August 16, with police recovering a purported suicide note from the spot.A large crowd gathered outside the office and his residence after news of his death spread. Banerjee’s body was sent for post-mortem examination.Birbhum Superintendent of Police Vidit Raj Bhundesh told The Indian Express that it was “primarily” a suicide case and that a note had been recovered. The officer said the note stated: “No one is responsible for my death.”The purported note, written in Bengali on Banerjee’s letterhead, contained his denial of corruption allegations and references to his political career. It reportedly said: “I was never involved in corruption. It was a blunder to join politics.” He also expressed regret over entering politics and advised younger members of his family to stay away from politics and concentrate on their professions. The note also reportedly addressed his role in the Tarapith Rampurhat Development Authority (TRDA). He said he had no substantial responsibilities in the authority beyond attending general meetings and denied involvement in financial matters.“I had no responsibilities at the TRDA other than attending general meetings. I was not on the tender committee. I did not have the authority to sign cheques. I was not involved in approving plans or issuing ‘no objection’ certificates,” Banerjee wrote. The note further stated: “I condemn what has been done against me to malign me.” The note also reportedly contained a reference to his inability to oppose alleged wrongdoing within the party. He said, “We had differences in our political ideology but there was no enmity. I could never protest against the party’s misdeeds.”Banerjee had a long political career in West Bengal. He represented the Rampurhat constituency as a Trinamool Congress MLA for five consecutive terms from 2001 to 2026. During Mamata Banerjee’s tenure as chief minister, he served as Deputy Speaker of the West Bengal Legislative Assembly and held ministerial responsibilities, including School Education and Agriculture. His political career, however, suffered a setback in the 2026 West Bengal Assembly elections when he lost the Rampurhat seat to BJP candidate Dhruba Saha, who defeated Banerjee by around 24,000 votes.Banerjee had also stepped down as chairman of the Trinamool Congress’s Birbhum district core committee in June, while indicating that he would continue as a general member of the party. His death comes months after the Trinamool Congress lost power in West Bengal following 15 years in government. The 2026 Assembly election saw the BJP emerge as the ruling party, while several former TMC leaders and legislators have faced corruption-related investigations and arrests. If you are aware of anyone facing mental health issues or feeling suicidal, please provide help.
Follow TNM's WhatsApp channel for news updates and story links.Rajya Sabha Leader of Opposition Mallikarjun Kharge joined MPs from Kerala and Tamil Nadu in wearing the traditional mundu to Parliament on Wednesday, August 12, in a protest over a row involving an alleged ‘lungiwala’ remark against CPI(M) MP John Brittas.John, who represents Kerala in the Rajya Sabha, has alleged that BJP MP Sushmita Dev referred to him as “lungiwala” during a debate in the Upper House on August 10. He said the term was used in a derogatory manner and amounted to an insult to his identity and the cultural identity associated with traditional south Indian attire. The allegation triggered an uproar in the Rajya Sabha on Wednesday, with the proceedings being adjourned before lunch.John later said he was speaking in the House when Sushmita allegedly made the remark. “The other day, while I was speaking in the House, she made a derogatory remark, "lungiwala," against me. I was wearing a dhoti, and I am proud to be a Malayali and proud to be a south Indian. These are all part of her attire and culture, but such stereotypes made in a derogatory manner are not acceptable. I feel that the House should take a view on this, and we have moved a privilege motion against her. I have nothing against her,” he told the media.John also accused the BJP of resorting to regional stereotypes and insults when confronted over policy issues. In a post on X, he said, “From "anti national" to regional slurs, the BJP’s tactic of resorting to insults when cornered on policy stands exposed once again. Calling me "Lungiwala" during the TOLA Bill debate was an insult to the entire cultural identity of South India.”From "Anti National" to regional slurs, the BJP’s tactic of resorting to insults when cornered on policy stands exposed once again.Calling me "Lungiwala" during the TOLA Bill debate was an insult to the entire cultural identity of South India. The CPI(M) MP subsequently shared a photograph of MPs wearing mundu in Parliament, including Kharge and MPs from Kerala and Tamil Nadu. “Our attire is our culture...Our attire is our pride! At the Parliament with Rajya Sabha Leader of Opposition, Shri Mallikarjun Kharge, who joined in solidarity wearing a Kerala-style mundu, along with fellow MPs from Kerala and Tamil Nadu,” he wrote."Our attire is our culture... Sushmita, however, has denied the version of events put forward by John and said she has herself moved a breach of privilege motion against him. Speaking to PTI, she said the motion was pending before the Rajya Sabha Chairman.“What he said on the mic regarding religion and a party's allegiance is very unlike him. I have known Mr Brittas for a very long time, and I am shocked by the kind of news that has reached Kerala, a state that I love dearly…for this to be spread is completely misleading, and I hope the people of Kerala will wait till the motion of privilege is decided to see who is right and who is wrong. But Mr Brittas is a dear friend of mine, and on the floor of the House, I have told him that if he wants any clarification from me, he is welcome to come to me and talk to me anytime,” she said.Sushmita said she was surprised by the reports emerging from Kerala and maintained that the matter should be decided through the parliamentary privilege process. The controversy stems from a debate in the Rajya Sabha on August 10, when John alleged that the remark was made while he was speaking during discussion on the Taxation and Other Laws (Amendment) Bill. The dispute subsequently spilled into the House on August 12, prompting MPs from Kerala and Tamil Nadu to wear mundu as a symbolic assertion of regional and cultural identity.

Nirmala Sitharaman calls Communists ‘cowards’ in RS, CPI MP wants remark expunged

Follow TNM's WhatsApp channel for news updates and story links.Communist Party of India (CPI) Rajya Sabha MP P Sandosh Kumar has sought the expunction of Union Finance Minister Nirmala Sitharaman’s remark describing Communists as “total cowards” from the official records of the Rajya Sabha. He called the statement “highly objectionable and derogatory” and said it constituted an attack on the entire Communist movement. In a letter dated August 11 to Rajya Sabha Chairman CP Radhakrishnan, Sandosh Kumar objected to the remarks made by Nirmala Sitharaman in the Rajya Sabha on Monday, August 10, while addressing the debate on a resolution seeking disapproval of the Income-Tax (Amendment) Ordinance, 2026.Sitharaman made the remarks while referring to CPI(Marxist) MP John Brittas’s political affiliation. She said, “They don’t have the courage. Communists in this country are total cowards. They can’t face facts. But they will go on filibustering, making noise.”She also said Brittas should remain in the House to hear her reply as, according to her, he was “creating confusion all over, not just here, but in the country, because that’s the tactic the Communists adopt.”Sandosh Kumar said the remarks went beyond criticism of an individual MP’s arguments and amounted to a sweeping attack on Communists across the country.“The statement that ‘Communists in this country are total cowards’ is a sweeping and derogatory reference to the entire Communist movement and its members and supporters across the country,” Sandosh Kumar said.He argued that the remarks disregarded the historical role of Communists in India’s freedom movement and their contributions to democratic and social movements. He elaborated that Communist activists participated in the freedom struggle, faced imprisonment and colonial repression, and contributed to workers’ rights, social justice, and democratic movements. He said they “faced the colonial authorities with courage and conviction and made sacrifices for the freedom and progress of the country.”“It is therefore deeply inappropriate and historically unjust to characterise an entire political movement as ‘cowardly’,” Sandosh Kumar said. The CPI MP also stressed that Sitharaman was entitled to disagree with arguments made by any member of the House, but such political disagreement could not be turned into personal abuse or an attack on an entire ideology. He described the Finance Minister’s remark as “not a rebuttal of an argument” but “a political slur directed at an entire movement with a long and significant history in India’s public life.”The MP said sharp political differences and robust parliamentary debate should not become an excuse for personal insults or sweeping attacks on a political movement. He has requested the Rajya Sabha Chairman to expunge the objectionable remarks from the House’s official records, citing parliamentary rules and established practice.Sandosh Kumar is the Leader of the CPI in the Rajya Sabha. He is also a member of the Standing Committee on Science and Technology, the Petitions Committee of the Rajya Sabha, the Consultative Committee on External Affairs and the Committee on Rules and Procedures.

No separate environmental clearance framework for AI data centres: Union govt

Follow TNM's WhatsApp channel for news updates and story links. The Union government has indicated that it does not plan to introduce a separate environmental clearance framework for AI data centres, according to a reply in the Rajya Sabha on Thursday, August 6.Minister of State for the Union Ministry of Environment, Forest and Climate Change (MoEFCC), Kirti Vardhan Singh, was responding to questions from Rajya Sabha MP Sudha Murty, who asked whether the Ministry had assessed the environmental impact of the high freshwater consumption by AI data centres in water-stressed regions. She also asked whether standalone environmental clearance parameters under the Environmental Impact Assessment (EIA) framework would be introduced for data centres, including mechanisms to track water-use efficiency. The MP further asked whether the Central Pollution Control Board (CPCB) was considering issuing specific guidelines on closed-loop recycling or the use of treated greywater for cooling in AI data centres. Her fourth and final question was whether an inter-ministerial mechanism exists between the MoEFCC, the Ministry of Jal Shakti and the Ministry of Electronics and Information Technology (MeitY) to align data centre parks with local groundwater limits. In response, MoS Kirti Vardhan Singh said AI data centres do not require environmental clearance (EC) under the Environmental Impact Assessment (EIA) Notification, 2006.However, they can fall under Category B2, Schedule 8(a), as building and construction projects with a built-up area of less than 1.5 lakh square metres, and under Schedule 8(b) if the built-up area is larger. In the latter case, they would require prior EC, granted by the State Environment Impact Assessment Authority (SEIAA) at the state or Union Territory level, the MoS said.Environmentalists have criticised this mechanism as inadequate, arguing that the categorisation does not account for the potentially significant environmental impact of data centres, unlike other types of construction projects. In Visakhapatnam, for instance, Google and Adani are developing a massive project spread across three data centre parks. While the Andhra Pradesh SEIAA has granted environmental clearance for the projects, activists have expressed concern that a project of unprecedented scale was granted clearance without a rigorous and transparent appraisal of its “water use, air pollution, ecological impact, hazard risks and climate implications.”Responding to questions about water use, the MoS said that the EC process for data centres categorised as construction projects considers the “availability of freshwater particularly in water-stressed regions, water balance report, generation of greywater, recycling and reuse of greywater” and that appropriate environmental safeguards are prescribed. He added that the use and discharge of water and greywater during the construction and operation of AI data centres is regulated under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981.The State Pollution Control Board (SPCB) is responsible for ensuring compliance with these laws and prescribing standards for water use and wastewater discharge, he said. The Bureau of Energy Efficiency (BEE), in its District Cooling Guidelines, 2023, has recommended the use of treated water for cooling purposes wherever feasible, the MoS noted. The guidelines also emphasise the adoption of energy-efficient cooling technologies, he said.“These measures are particularly relevant for large cooling-intensive facilities, including data centres,” he added. He further said that a ‘Resilience, Innovation & Efficiency’ Working Group of the India AI Impact Summit has been set up by MeitY to examine energy efficiency, water management and environmental resilience in digital and AI infrastructure.

Dharmendra Pradhan explains resignation, says Gen Z was ‘misled’

Former Union Education Minister and Sambalpur MP Dharmendra Pradhan has broken his silence on his resignation, saying he approached Prime Minister Narendra Modi to address the aspirations of students protesting over the NEET examination controversy and stressing that “nothing is above the nation’s interest.”Speaking at events in Sambalpur and Rairakhol on Saturday, August 8, Pradhan said the younger generation had been subjected to attempts to “mislead” them during the protests, but maintained that he had no personal stake in retaining the Education Minister’s post.He said, “Gen Z is our children. Some people attempted to mislead them. I had no personal issues then.” He said around two crore children are born in India every year, and that the aspirations of the younger generation would be crucial to the country’s ambition of becoming a “Vishwa Guru”.Pradhan said he had personally met Modi and sought his permission to accept the protesters’ demands.“I met the Prime Minister and sought his permission to accept [the protesters’ demands]. The Prime Minister agreed and later interacted with the youth,” he said.Pradhan also emphasised that his decision to step down was not driven by personal prestige. He said, “Holding the responsibility of Education Minister is nothing in comparison” with the values and sacrifices associated with the land from which he came.He said he had asked Modi to allow him to acknowledge the aspirations of Gen Z rather than allow their grievances to be exploited for political purposes. “The Prime Minister accepted this, and later he himself spoke about it in front of the children,” he said.Pradhan resigned as Union Education Minister on July 25 amid weeks of student protests over the NEET paper leak controversy. In his resignation note, he said the decision was intended to prevent “anti-national forces” from exploiting the agitation and to ensure that the future of students did not get “entangled in legal complexities”.He had also maintained that the government acted after irregularities were reported in the May 3 NEET-UG examination. The probe was handed over to the Central Bureau of Investigation, the examination was cancelled, and a re-examination was conducted on June 21, with results declared on July 16.Pradhan also spoke about the significance of India’s young population. He described Gen Z as a force that “can’t be ignored”, and said that if 20 crore youngsters in the 15-25 age group became determined about something, the responsibility of an Education Minister would be insignificant before their resolve.“Historically, it is the youth who have led change and offered sacrifices. They were the Gen Z of their times,” Pradhan said. The former minister also responded to the political backlash he has faced in Odisha following his resignation. The Biju Janata Dal had launched a “Go Back Dharmendra Pradhan” campaign, with protesters raising slogans against him.Pradhan responded to the campaign by saying, “I am a farmer’s son. Even if you tell me to go back, I will come back.”He further added, “I am a halia (farm worker). Even if you ask me to go back, I will come,” while taking a swipe at BJD president and former Odisha chief minister Naveen Patnaik.Pradhan also defended his record in public life and said he would never do anything to tarnish Odisha’s reputation. He asked, “Have I ever done anything that will shame the people of Odisha?” before telling the gathering that he would never undertake any work that would bring disgrace to the state.“As long as I am alive, whether I do good work for Odisha or not, I will never bring disgrace to the state,” he said.Pradhan said he had served as a Union minister for 12 years with the blessings of Lord Jagannath and Maa Samaleswari, and maintained that public welfare remained his priority.Pradhan’s visit to Sambalpur and Rairakhol was his first to the constituency after stepping down as Education Minister. During the visit, he also spoke about education and regional development, saying the National Education Policy was aimed at providing multidisciplinary education and preparing students to become employable and self-reliant.

NALSAR students object to CJI Surya Kant as convocation chief guest

A controversy has erupted at the National Academy of Legal Studies and Research (NALSAR) University of Law in Hyderabad, with several students opposing the proposed invitation of Chief Justice of India (CJI) Surya Kant as the chief guest at the university’s upcoming convocation. The university has not yet announced the date of the convocation or officially confirmed the CJI’s presence, but traditionally the CJI has been the chief guest at the event. The students are opposing the presence of CJI over his recent remarks and conduct during proceedings related to protests in New Delhi over the NEET examination controversy and police brutality against protesters. On July 22, when protesters sought the Supreme Court’s intervention over police excesses during demonstrations, the CJI-led bench declined to initiate suo motu proceedings. The CJI reportedly made remarks like: “We are not interested in videos. We don’t have time to watch them” and “Don’t waste our time, and don’t waste your time”.It must be recalled that the formation of the Cockroach Janta Party, which launched the protest against NEET failure, was triggered by the remarks of the CJI. According to The Hindu, on July 23, students from the 2026 graduating batch wrote to the Vice-Chancellor, Registrar, faculty members and university administration, asking them to reconsider the CJI as the chief guest for their convocation. The representation, endorsed by around 70 students, including members of the Students Bar Council, said the choice of chief guest should reflect NALSAR’s commitment to constitutional rights, access to justice and engaging with grievances, the report said.“As law students, our concern is specific to our graduating batch. A convocation should reflect the university’s commitment to constitutional rights, access to justice, and reasoned engagement with grievances. Receiving our degrees from a dignitary whose recent public conduct, as reported, appears dismissive of serious allegations of police brutality against protesting citizens sits uneasily with the values we have been taught at NALSAR,” the letter reportedly said. The representation subsequently received support from students across several batches. By July 25, students from the 2027, 2028, 2029, 2030 and 2031 batches, together comprising around 380 students, had endorsed the representation initiated by the graduating batch. However, the university had neither acknowledged the representation nor communicated its decision on the issue.

RSS chief Mohan Bhagwat on Thursday, August 6, said that the grievances raised by students protesting the alleged NEET paper leak were genuine and cautioned against branding young protestors as "anti-national". His remarks come after weeks of police action against protesters and the eventual resignation of Union Education Minister Dharmendra Pradhan. Defending the right to protest in a democracy, Bhagwat said the country's youth deserve dialogue because they represent the next generation.Speaking at a Gen Z-led event in Mumbai, Bhagwat said the concerns voiced by students reflected larger shortcomings in the country's education system. His remarks come in the wake of nationwide protests led by the Cockroach Janta Party (CJP) over alleged irregularities in national entrance examinations, during which protesters alleged police excesses and the Union government faced mounting criticism, culminating in Pradhan's resignation."I'm saying, if Gen Z is protesting, they're not anti-national. They're our own people. They're our next generation. With this sense of belonging, along with dialogue, I said a sense of belonging is needed. A relationship is needed," Bhagwat said.Backing the concerns raised by the protesters, he added, "Whatever has happened, the grievance is genuine. There is a lot that needs to be done in Indian education; since it's not happening, it's being talked about."Bhagwat described protest as a legitimate democratic tool when other avenues of communication fail. "Protest is also a form of dialogue. We are sitting here and talking; if things are understood this way, it's fine. Otherwise, there will be a debate between us. If you are in some difficulty, or I am in some difficulty, and it is in your hands or my hands to resolve it, and it's not happening, then I will shout," he said.Drawing a contrast between generations, Bhagwat said today's youth were more willing to question authority than previous generations. "When we were at the age of Gen Z, the nature of our generation was such that we would accept what the elders said. We wouldn't question. Now Gen Z and Gen Alpha ask questions; they want logical answers," he said.He went on to praise younger generations, saying, "I feel this new generation, Gen Z, Gen Alpha, they are more honest than our existing generation," adding that "an honest appeal for patriotism and service works in them."When asked whether earlier engagement with students could have prevented the protests from escalating, Bhagwat said that mistakes had been made. "When something that shouldn't happen does happen, then there must be a mistake somewhere; that's why it happens. Whose it is, what it is, that's a different matter. But there has been a deficiency. It will be fixed, it should be done, that's what I believe," he said.Emphasising democratic debate, Bhagwat said differing opinions were essential to arriving at the truth. “I won't say that Gen Z should not protest, but there are methods to how and what is to be done in a democracy. Those who drafted the Constitution, and the speeches of Dr Babasaheb Ambedkar, have indications on the same. This should be looked at," he said.Bhagwat said student agitations should ultimately aim at reforming institutions rather than targeting individuals. "Agitation should not be against me or you, but for system correction," he said.Questioned about allegations of lathi charges and pellet gun use against students during the protests, Bhagwat stopped short of commenting on the allegations, saying he did not have sufficient information. "I need to look into the reasons behind this situation; I don't have the complete information yet. I will have to examine the details to determine exactly where things went wrong. I cannot say right now what happened or how it happened – even I don't know what is right or wrong in this matter," he said.Bhagwat was also asked about India's engagement with Pakistan and China during periods of conflict. He said citizens must stand firmly with the government and the armed forces during war or national security crises but that political and military conflicts should not permanently erase historical and civilisational ties."In times of conflict, we have to go with whatever our government and military do," he said.Referring to India's neighbours, Bhagwat said, "You have given two examples, Pakistan and China. People in China say that for 2,000 years Bharat has given us values. Pakistan was part of Bharat not more than 100 years ago. These should not be forgotten. These ties cannot be severed. They can be put on hold till the conflict is there."Calling permanent hostility counterproductive, he said, "Sometimes, after the resolution of conflict, we have to take up the thread from where we left it and continue. So permanent enmity, permanent hatred, is not the solution." He added that India's approach should not be one of "conquering or obliterating others" but one based on dialogue, stressing that "Humanity is one."During

India has moved a step forward towards allowing merchant charges on United Payment Interface (UPI) transactions with the passing of the Taxation and Other Laws (Amendment) Bill, 2026 in the Lok Sabha, which proposed changes to the law governing digital payments, along with several tax reforms. One of the key changes made by the legislation is to the Payment and Settlement Systems Act, 2007, which currently bars banks and payment service providers from charging users for certain electronic payment modes covered under the Income-Tax Act.The Bill also proposed changes to the Income-tax Act, 2025 and the Finance Act, 2026. The changes are deemed to have come into force from April 1, 2026.The amendment to the Payment and Settlement Systems Act now allows the Union government to decide, through a notification, which electronic payment modes will remain exempt from charges. While the Bill does not mention UPI or introduce any charges, the amendment gives the government the legal power to decide in the future whether charges can be levied on specific digital payment modes.According to reports the Union government is planning to implement a charge of around 0.3–0.5% MDR on higher-value transactions. The new amendment has created a legal framework for future charges aimed at making the digital payments ecosystem financially sustainable.Apart from the payments law, the Bill also proposes changes to the Income-tax Act, 2025, to simplify rules for foreign investment funds and encourage fund management activity. It extends tax benefits for foreign companies involved in electronics manufacturing until 2040-41, and tax exemptions for foreign diamond trading companies. It also provides tax relief for foreign companies storing electronic components in bonded warehouses for supply to Indian manufacturers.According to the government, the amendments are aimed at improving ease of doing business, attracting investment, supporting manufacturing, and providing greater tax certainty amid global economic uncertainty.

'Will not allow water level to be raised': Kerala responds to TN Budget on Mullaperiyar

Follow TNM's WhatsApp channel for news updates and story links.Kerala has reiterated that it will not permit any increase in the water level of the Mullaperiyar dam, following Tamil Nadu's announcement in its 2026-27 Budget that it would pursue raising the reservoir level.Speaking to reporters in Thiruvananthapuram on August 5, Wednesday, Water Resources Minister Mons Joseph said the state government had convened a high-level meeting with senior irrigation department officials immediately after the Tamil Nadu Budget announcement and later briefed Chief Minister VD Satheesan on the issue."Our stand is clear, we will not allow the water level of the Mullaperiyar dam to be increased," the minister said.Tamil Nadu Finance Minister N Marie Wilson announced in the 2026-27 Tamil Nadu Budget that the state would pursue raising the water level in the Mullaperiyar damMons Joseph said Kerala's position remains unchanged that the over 130-year-old dam should be replaced with a new one to ensure public safety. "Our stand is to construct a new dam in Mullaperiyar considering the safety of the people here. Water for Tamil Nadu and safety for Kerala that is the stand of the UDF government. We are repeating it again," he said. The minister also alleged that Tamil Nadu had not complied with earlier directions of the Supreme Court regarding the dam. "There is a Supreme Court direction to examine the safety of the Mullaperiyar dam. Tamil Nadu has not done that yet. The Supreme Court had also asked that the baby dam be strengthened, but no action has been taken in that regard too," he said.Mons Joseph pointed out that although the Supreme Court had permitted the water level to be maintained at 142 feet, it had not allowed any increase beyond that. "No one has the right to raise the level beyond that. Since no Supreme Court directives have been followed, we express our complete opposition in this regard," he said.On August 5, when reporters asked about this, Chief Minister VD Satheesan said Kerala was seriously considering holding talks with Tamil Nadu Chief Minister C Joseph Vijay on the long-pending Mullaperiyar dispute. He said official-level discussions between the two states were already underway and that the government was exploring the possibility of a meeting between the two Chief Ministers. The Mullaperiyar dam, built in 1895 and located in Kerala's Idukki district is operated by Tamil Nadu, and has remained a long-standing point of dispute between the two states. While Tamil Nadu has maintained that the dam is structurally safe and has sought permission to raise the water level, Kerala has consistently argued that the ageing structure poses safety risks and has demanded the construction of a new dam near the existing one.

‘I am just 15, forgive me’: Girl apologises over abusive remarks, meanwhile PM says all forgiven

A girl booked for allegedly using abusive language against Prime Minister Narendra Modi during the Jantar Mantar protest has apologised, saying she had been influenced by others at the protest and appealing for forgiveness. The applogy came just as Prime Minister Narendra Modi released yet another late night video, in which he said he wanted to forgive the "misguided" students who had abused him and urged society to guide them rather than seek punishment."What happened at Jantar Mantar has been seen by the country and the world. Some misguided youngsters used language that has no place in any civilised society. I was abused, and even my late mother was abused," the Prime Minister said. "I want to forgive them. I request society also to accept what I am saying," he said, adding that "abuses never solve anything" and that "punishing them, dragging them through courts and harassing them will not change the circumstances."In the apology video, the girl, with folded hands, says she is "only 15 years old", although the Zero FIR registered in the case had described the accused as 25 years old."I came under the influence of some people at the protest and said a lot of bad things against the Prime Minister," she says in the video. "I am only 15 years old. Whatever I did was not worthy of forgiveness. I have said a lot of bad things. This is my first and last mistake. I apologise to the entire country. I am so ashamed. I can't even look at myself. Please forgive me," she adds. The girl was booked after videos from the July 23 protest at Jantar Mantar, organised by the Cockroach Janta Party (CJP), circulated on social media showing her allegedly using abusive language against the Prime Minister. BJP supporters and many news channels had simultaneously started demanding action on her. A Zero FIR was registered at Noida's Expressway Police Station under Sections 352 (intentional insult to provoke breach of peace), 353(1) (statements conducing to public mischief) and 356(1) (defamation) of the Bharatiya Nyaya Sanhita before being transferred to Parliament Street Police Station in Delhi for investigation.Following this, the girl's mother also expressed regret over the incident, saying an apology letter had already been submitted to the police. "We have already given an apology letter to the police officials. We are very sorry about what has happened," she said.Meanwhile, the FIR has drawn criticism from the CJP, which argued that while abusive language should not be condoned, criminal prosecution over such remarks is unwarranted. The party has also questioned what it called the selective application of the law, while some legal experts have raised concerns over the provisions invoked in the case.
