<description><![CDATA[ Children spend approximately 1,000 to 1,200 hours each year in classrooms. As warming becomes a background condition rather than a seasonal trend, schools emerge as one of the primary sites through which climate risk is lived. Summer vacations and reactive closures are no longer sufficient protection. India no longer experiences heat as a summer event; it’s slowly becoming a year-round phenomenon. The country recorded its warmest winter in 124 years in 2025. This came on the back of 2024 being recorded as the hottest year in over a century. An analysis of Delhi’s heat index by the Centre for Science and Environment (CSE) revealed that nearly every year between 2014 and 2023, at least 10 “Extreme Caution” days were recorded per month from May to September, with 42-70 such days between July and September alone. Emerging research also shows a rise in dangerous, “moist” heatwaves during the monsoons, when high humidity combines with high temperatures. High temperatures arrive earlier, last longer and spill across what were once considered cooler months. The school system in India, however, has not woken up to this reality. Most schools continue to rely on summer vacations and closures as the sole means of protecting children from heat. But for millions of children studying in poorly-designed classrooms without adequate coping measures, heat is slowly becoming an everyday condition that threatens their well-being and learning. Schools unpreparedSchools across the country rely on heatwave declarations by state governments to trigger responses. In the recent past, several states such as Tamil Nadu, Kerala, West Bengal and others have adjusted timings, extended vacations or ordered closure of schools and colleges on heatwave days. But this alone is insufficient in the long run. Urban heat researchers have demonstrated that temperatures can vary widely across different parts of the city due to the urban heat island effect: high-density neighbourhoods with low-levels of green cover experience hotter conditions than low-density, green neighbourhoods. Not to mention, indoor air temperature can be much higher than ambient air temperature due to factors such as the use of heat-trapping materials like concrete, asbestos, glass, poor building design and lack of ventilation. This means that heatwave-like conditions can exist in pockets of the city even if a heatwave is not declared for the city. Another significant blind spot lies in our understanding of how heat affects children’s bodies. Much of how we define dangerous heat is based on adults’ physiology. Children regulate heat differently. They gain heat faster, sweat less efficiently and lack the agency to control their space or respond to their body’s needs. The impact of heat on pre-existing vulnerabilities like disability, neurodivergence, chronic illness, anaemia, and menstruation is also poorly understood. Studies show that children’s ability to recognise these risks themselves is skewed, making them dependent on their environment and caregivers to cool down. In schools, where one adult oversees dozens of such students, this reliance becomes a serious risk. Schools act as a unique site of heat risk because this poor design and understanding of child physiology is layered with institutional norms that restrict children’s agency and adaptive capacity. Research consistently shows that heat stress impairs concentration, memory, and cognitive performance, and lowering temperatures from 30°C to 20°C can improve performance by about 20%. In addition to the difficult environment that children have to endure, their ability to adapt to this environment is also curbed in schools. They need to ask for permission for everything. Hydration is restricted to breaks. Movement is scheduled. Uniforms remain climatically inappropriate. These are just some of how the modalities of schooling amplify heat risk. In short, schools congregate hundreds of such bodies within poorly designed spaces, under rigid schedules, and with limited personal control. How can schools adapt? Responding to heat in schools begins with acknowledging that dangerous heat stress exists even when heatwave thresholds aren’t crossed. The critical distinction is that heatwaves are meteorological events defined by temperature thresholds, while heat stress is a physiological condition that is a combination of various factors, including physiological vulnerabilities, building design and school pedagogy. Adapting to heat in schools begins by acknowledging that thermal comfort is imperative for learning and well-being. Enhancing thermal comfort is not just about changing spatial design and materials but also about institutional culture, and will require action across policy, school systems and everyday practice.Public schools are often the most vulnerable, and governments need to prioritise their upgradation. Climate education and climate-resilient measures are already being piloted across states like Tamil Nadu and Kera ]]></description>

<description><![CDATA[ Opposition Leader Rahul Gandhi had recommended three names - former IAS officer Sumita Dawra, former Odisha High Court Chief Justice S Muralidhar, and academician Faizan Mustafa - for the post of Chief Information Commissioner (CIC) in December 2025. However, his suggestions were rejected, according to documents uploaded on the website of the Department of Personnel and Training (DoPT). Raj Kumar Goyal was subsequently sworn in as the CIC of the Central Information Commission in December 2025, along with Information Commissioners Sanjeev Kumar Jindal, Surendra Singh Meena, Ashutosh Chaturvedi, Swagat Das, Sudha Rani Relangi, PR Ramesh, Khushwant Singh Sethi, and Jaya Varma Sinha. The selection panel consisted of Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Leader of the Opposition Rahul Gandhi. While the minutes of the meeting confirm Rahul Gandhi&#039;s disagreement, they do not specify his detailed reasons for opposing Raj Kumar Goyal&#039;s appointment.  In February 2026, the Supreme Court refused to direct the publication of the Leader of Opposition&#039;s dissent note regarding the appointments. A three-member bench headed by Chief Justice of India Surya Kant stated, &quot;We will not go into that part; there is no question of holding this kind of trial here,&quot; according to a Live Law report. The documents reveal that Union Home Minister Amit Shah proposed the name of Raj Kumar Goyal. Rahul Gandhi recommended three names — one from the pool of applicants and two from outside it. He recommended Sumita Dawra, noting that her three decades of experience in public policy and administrative acumen made her well-suited for the role. He suggested that if the committee considered candidates outside the shortlist, it should look at Justice S Muralidhar or Faizan Mustafa, whom he described as &quot;distinguished professionals with exemplary records in law, justice, and public service.&quot; Of the eight candidates selected as Information Commissioners, three appear to have not applied for the post: Sanjeev Kumar Jindal, an officer of the Central Secretariat Service (CSS) from the 1989 batch who had held the post of Additional Secretary in the Ministry of Home Affairs; Ashutosh Chaturvedi, Editor-in-Chief of Prabhat Khabar, Ranchi, and PR Ramesh, Managing Editor of Open magazine. In 2019, the Supreme Court had directed the Union government and all state governments to ensure that &quot;all records of deliberations and rational criteria related to short-listing and selection of the Chief Information Commissioner and other Information Commissioners be properly recorded and made available to citizens in consonance with the provisions of the RTI Act.&quot; Eight vacancies for Information Commissioners had remained unfilled since November 2023 and were only filled in 2025 following repeated directions from the Supreme Court. The prolonged vacancies contributed to a significant backlog at the CIC, which currently stands at more than 35,000 cases, of which 31,543 are pending appeals. According to the Report Card of Information Commissions in India 2023–24, compiled by Satark Nagrik Sangathan (SNS), the pendency could be addressed if the requisite number of commissioners were appointed and disposed of an optimal number of cases each year. The CIC has set a norm of 3,200 case disposals per commissioner per year. Under this norm, a fully staffed commission could dispose of 35,200 cases annually. <description><![CDATA[ A decade after US-based Equality Labs released its first survey on caste discrimination in the United States, an Ambedkarite group in Canada has released the findings of a similar survey in that country, which shows that people of South Asian heritage—the majority of them Indians—practise discrimination against people of lowered castes and Dalits.The South Asian Dalit Adivasi Network (SADAN) and researchers from four Canadian universities conducted the community-oriented survey and released the Caste Experiences in Ontario Survey report to coincide with Dalit History Month, which is observed in April, and Ambedkar Jayanti, which falls on April 14.The survey received responses from 128 people, the majority of whom—85%—traced their roots to India, while the remaining had ancestry in Pakistan, Bangladesh, Nepal, and Sri Lanka. 61% of the respondents were caste marginalised and 38% self-identified as Dalit or caste-oppressed.The respondents also professed different faiths—Hinduism, Buddhism, Ravidassia, Dalit and Adivasi practices. The majority of respondents spoke Hindi (70%), while 37% spoke Punjabi and 27% Tamil. Over 40% of respondents said they were discriminated against at the workplace and educational institutions. Discrimination also spilled over into social relationships such as friendships and marital alliances, as well as at places of worship and cultural gatherings.The report was authored by Kavya Harshita Jidugu, Harshita Yalamarty, Vijay Puli, Jatin, Chinnaiah Jangam, and Sailaja Krishnamurti. Kavya is a PhD candidate at Queen’s University. Harshita is an assistant professor and Canada Research Chair in gender and migration (Tier 2) at Toronto Metropolitan University. Vijay Puli is a founder and executive director of SADAN. Jatin is a PhD scholar and co-founder of the Forum for Anti-Caste Activism at the University of Toronto. Chinnaiah is an associate professor at Carleton University of Toronto and co-founder of SADAN. Sailaja is an associate professor and HoD of gender studies at Queen’s University. Kavya, who was a lead researcher in the project team, said in a press release: “The courage it took for community members to come forward and speak about caste-based discrimination is both powerful and essential to addressing casteism in Canada and we are grateful for the community’s leadership.”Subtle biases  The report noted that South Asians formed the largest visible minority in Canada and while researchers had studied South Asians in terms of a diversity, equity and inclusion (DEI) framework, social relations within South Asians had not received much attention.The survey asked 38 questions divided into four sections: demographic information, personal experiences of caste discrimination, discrimination in the community, and personal reflections. Participants were also allowed to record their views on certain questions. Many respondents talked about caste discrimination being less overt compared to India. However, as one respondent put it, “subtle biases persist, making it harder at times to feel fully included or accepted. This has somewhat affected my sense of belonging, particularly within diaspora circles where caste consciousness continues to influence social relationships.”One respondent spoke of Brahmins wearing a sacred thread in public places such as swimming pools as an example of practices that “don’t directly attack anyone but quietly establish superiority in society”. “On the surface, this appears to be a religious practice, but it actually serves as a way of signalling to others that they are superior to other Hindus… it’s an assertion of religious and caste superiority”. Around 50% of the participants—of which 92% were from caste marginalised backgrounds—have experienced caste-based discrimination in their workplaces, educational institutions, while purchasing or renting homes, and in other social settings. More than half of these respondents said they had been subjected to discrimination more than once. Around 69% of respondents said that caste discrimination has impacted their mental health.How casteism affects life in CanadaCasteism at the workplace included interviewers asking job aspirants for their caste because they couldn’t identify the candidate’s caste from their last name and paying lower wages to Dalits than others for the same work. More than 50% interviewees said that caste discrimination has prevented them from progressing in their career.Several people spoke of being asked about their caste by roommates or neighbours, encountering rental listings that specified acceptable caste backgrounds and housing being denied at the last minute when the tenant’s caste was identified. One respondent stated that “(my) upper caste roommate called me impure because I was eating meat (sic).”Many respondents described being bullied for their skin colour or meat diet in school. <description><![CDATA[ Around 700 candidates of the Bharatiya Janata Party (BJP) have been declared elected unopposed across Gujarat ahead of the 2026 local self-government elections, the party’s state President Jagdish Vishwakarma claimed in one of the campaign programmes. The deadline for candidates to withdraw nominations ended on April 15, after which the BJP claimed it had already secured approximately 700 seats without contest.The seats span different tiers of local governance, including municipalities, taluka panchayats and district panchayats.The figure, if formally confirmed, would mark a significant early advantage for the party before polling.Speaking at election meetings in Gariyadhar and Palitana in Bhavnagar district, Vishwakarma attributed the outcome to what he described as public trust and the party’s organisational strength.He said opposition parties had either withdrawn from the fray or failed to field viable candidates against the BJP.“Congress has neither vision nor mission; their only agenda is to mislead the people,” he said.He further added, “BJP does politics of development while the opposition spreads only negativity, rumours and lies. The opposition only makes promises while the BJP delivers real development.”In his address, Vishwakarma contrasted past and present conditions in the Saurashtra region.He said that earlier, women had to travel three to four kilometres to fetch water and the electricity supply was irregular, particularly in the evenings.“Today, under the BJP government, tap water has reached every household and regular electricity is being supplied,” he said.He also criticised opposition legislators, alleging that they do not raise public issues in the Assembly and instead circulate misleading information on social media.Attacking the Congress further, he said it lacked both direction and intent, and accused it of relying on “negativity, rumours and falsehoods”.Drawing a contrast with what he described as the BJP’s internal democracy, he said that “even a small worker can become the party president” within the organisation.Referring to a past statement by former Prime Minister Rajiv Gandhi that only a fraction of welfare funds reached beneficiaries, Vishwakarma said the system had since changed, with financial assistance now being transferred directly into bank accounts under the current Central government.He highlighted several government initiatives, stating that more than one million homes in Gujarat have been equipped with solar panels, enabling households to benefit from free electricity.He also referred to the Ayushman health scheme, under which beneficiaries receive up to Rs five lakh annually, with an additional Rs five lakh support provided by the state government in Gujarat.Vishwakarma further cited schemes related to roads, water supply, drainage, farmer support, widow assistance, the Suryoday Yojana, Mudra loans and the ‘Lakhpati Didi’ initiative, as well as financial aid for students pursuing higher education under the state government.Quoting the prime minister, he said: &quot;The target of providing toilets to every household had been achieved, which he described as a measure ensuring dignity for women.&quot;Calling for participation in the elections scheduled for April 26, Vishwakarma urged voters to support BJP candidates in large numbers.“I call for massive voting in favour of the BJP and to ensure the victory of all BJP candidates,” he said. ]]></description>

In the face of fierce protests from the opposition parties, the BJP or its allied parties are expected to move for an amendment to the Bill, which will bring in a uniform 50% increase to the existing seats. However, it remains unclear if such a provision would be brought in as an amendment or merely as a verbal assurance. If it is the latter, that would put the TDP in a tricky position. Meanwhile, political analyst Yogendra Yadav pointed out that the PM has made an assurance of proportional expansion when the bills do not mention it.  “So the PM repeats the assurance that an increase in seats will be ‘proportionate’ without specifying any provision in the proposed bills that achieves it. <description><![CDATA[ As the Union government gears up to introduce bills related to delimitation in the Parliament, politicians from southern India have raised alarm yet again that their states will suffer from reduced representation if the seats are distributed based on states’ population. Chief Ministers of all south Indian states, except Andhra Pradesh, have expressed concerns about possible injustice to their states through the impending delimitation exercise. The Union government is set to introduce three bills on Thursday, April 16, to expand the Lok Sabha from 543 to 850 seats, redefining the boundaries of Parliamentary constituencies. The bills will also bring into effect the 33% reservation for women in the Lok Sabha and state Assemblies, under the 2023 Women’s Reservation Act. While some questions about how the delimitation process will be carried out remain unclear, the three proposed bills do suggest that the government plans to use the 2011 Census as the basis for the next delimitation exercise. The Union government has said that basing delimitation on the upcoming 2027 Census would hugely delay implementation of women’s reservation, justifying the move to base it instead on the “latest published census”, which was in 2011. Opposition leaders have accused the BJP of using women’s reservation as a “cover” to bring about unfair delimitation without consultations. There is resistance to the bills from all southern states except Andhra Pradesh, as well as West Bengal and Punjab – a culmination of longstanding opposition to redrawing Parliamentary constituencies based on population. Tamil Nadu, Kerala, Karnataka, Telangana, and Punjab have even demanded an extension of the existing delimitation freeze for another 25 years beyond 2026. Leaders from these states have argued that they would be left with fewer Lok Sabha seats as a result of having controlled their population effectively, while the Hindi belt states, which have witnessed massive population growth and also happen to be BJP strongholds, will end up with more parliamentarians and disproportionately higher representation in the lower house. South India as a whole – Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Andaman &amp; Nicobar Islands, Lakshadweep, and Puducherry – has seen a population growth of 11.70 crore between 1971 and 2011, according to the Census. Uttar Pradesh alone had its population rise by 11.15 crore in the same period. So if delimitation is done solely based on population, based on the 2011 Census or the upcoming 2027 Census, representation can be expected to skew heavily against southern states. Last year, Union Minister Amit Shah had responded to these concerns by stating that the south would not suffer in the delimitation exercise, as it would be done on a pro rata basis (retaining the existing percentage share of total seats for each state) and not based on population. He is expected to clarify the exact process when the bills are introduced in the Parliament on April 16. Telangana CM Revanth Reddy, however, objected to the pro rata solution as well. In a letter to Prime Minister Narendra Modi, he said that increasing Lok Sabha seats on either population or pro rata model was not acceptable, especially to southern states. Instead, he has suggested considering states’ economic contributions and human development outcomes. In the past, Bharat Rashtra Samithi (BRS) leader KT Rama Rao too had suggested delimitation based on states’ contribution to the GDP. Southern states have been speculating for a while on how population-based delimitation would look based on guesstimates of an expanded Lok Sabha’s strength. Now that the Union government has specified that there will be 850 seats – 815 for states and 35 for Union Territories – here’s what representation in an expanded Lok Sabha may look like, either on a population or pro rata basis. Tamil Nadu would lose the most (11) seats if delimitation is based on population, while Uttar Pradesh would gain the most (14). The last delimitation of Lok Sabha seats was done in 1976, based on the 1971 Census. If seats are redistributed based on the 2011 Census population numbers alone, south India, which currently has a 24.3% share of Lok Sabha seats, will see its share go down to 20.7%. UP, Bihar, Rajasthan, Madhya Pradesh, and Delhi, which are the top five states that would benefit from a 2011 Census-based delimitation, currently have a 33.33% share of Lok Sabha seats. This would go up to 38.35%. What do the proposed bills say The Constitution (One Hundred and Thirty-first Amendment) Bill, 2026, raises the Lok Sabha’s strength to 850 from 543. Previously, the Constitution had capped the Lok Sabha’s strength to 550 seats. The Bill also alters Article 82 of the Constitution, which says that the next delimitation exercise will happen only after the first census taken after 2026 has been published. This would be the upcoming 2027 Census. Article 82 also says that after every Census, the Lok Sabha seats ]]></description>

This series is supported by the Thakur Foundation.Sixteen children are dead. Five more are permanently disabled. The pharmaceutical company behind the cough syrups responsible has since racked up multiple quality failures. Its owners have even been accused of drug diversion and licence misuse. But the company is still in operation. That company is Digital Vision Pharma, owned by Ambala-based businessman Parshotam Lal Goyal, with his sons Konic and Manic Goyal as directors. It publicly touts an “unflinching dedication to uncompromising quality standards”. Though a closer look points to a very different record.Despite being linked to the deaths of 14 children in Jammu and Kashmir between December 2019 and January 2020, Digital Vision allegedly continued manufacturing contaminated cough syrup, leading to two more children’s deaths the same year. In November 2025, the Narcotics Control Bureau (NCB) in Chandigarh busted a Rs 574 crore drug diversion racket, naming Digital Vision as a key player. The owners are currently absconding.This Newslaundry-The News Minute (NL-TNM) story shows how Digital Vision Pharma stayed in business through repeated controversies. It is also the story of dozens of families forced to battle the state for meagre compensation, in a case where not a single person from the company has spent a day behind bars.From veterinary medicines to a pharma empireParshotam Lal Goyal began his career as a medical retailer in Sangrur before entering pharmaceutical manufacturing in 1984 with Orison Pharmaceutical, a veterinary PCD (Propaganda-cum-Distribution) company in Ambala, Haryana. By the 1990s, Orison had expanded into general human pharmaceutical formulations. Around the same time, Goyal also set up Shiva Medical Hall, a wholesale outlet in Ambala dealing in pharma products including narcotic drugs, operating from the same address as Orison Pharma at 51, Industrial Area, Ambala Cantt.Over the next three decades, Goyal steadily built a web of pharmaceutical entities: Digital Vision Pharma in 2009; Taxus Meditech – later renamed Vellinton Healthcare – in 2014; Skincare Fiber Pvt Ltd in 2020; and Parb Pharmaceuticals in 2022. His younger brother, Rakesh Goyal, who initially worked with him, branched out in 2008 to start Orison Pharma International.Alongside this expansion ran a troubling reputation.35 drug alerts in 13 yearsAn analysis of CDSCO and state drug control data shows that Digital Vision Pharma and its group companies – Orison Pharmaceuticals and Vellinton Healthcare – have been flagged at least 35 times over the last 13 years for manufacturing medicines that failed quality standards. These alerts were issued by multiple state Food and Drug Administrations and CDSCO laboratories.Between 2014 and January 2026, drugs manufactured by Digital Vision were flagged as Not of Standard Quality (NSQ) at least 23 times by CDSCO laboratories in Chandigarh, Kolkata, Mumbai, Thiruvananthapuram, Guwahati and Ghaziabad, following samples drawn by drug control departments in states including Assam, Arunachal Pradesh, Meghalaya, Haryana, Jammu &amp; Kashmir, Telangana, Kerala, Rajasthan, Andhra Pradesh and the Andaman &amp; Nicobar Islands.Its subsidiary Orison Pharmaceuticals was flagged in February 2020; Vellinton Healthcare was found producing NSQ drugs twice in June 2025 by the CDSCO’s Central Drugs Laboratory, Kolkata. In January 2025, Vellinton Healthcare was also debarred by the Armed Forces Medical Services until January 2027 after the AFMS concluded that the company had submitted forged and fraudulent documents to secure business dealings with them. At least 20 of these NSQ alerts were issued after the deaths linked to the cough syrups in 2019–20.Prosecutions that went nowhereRegulatory action has occasionally escalated into criminal prosecution, but with little result so far.In 2015, the office of the Assistant Drug Controller, Dharwad Circle, Hubballi (Karnataka) filed a case against Parshotam Lal Goyal and his sons, Konic and Manic, for manufacturing substandard drugs. Goyal approached the Dharwad bench of the Karnataka High Court to quash the proceedings. The court rejected the petition, noting that “drugs of inferior quality directly affect the common man. Consumption of inferior drugs may prove fatal to one’s life. The Kerala High Court has asked the Union government if those currently undergoing gender affirmative care would be affected by their exclusion from the definition of ‘transgender person’ under the Transgender Persons (Protection of Rights) Amendment Act, 2026. The court was hearing petitions filed by persons who were denied gender affirmative care following the Amendment.  Justice Bechu Kurian Thomas heard two pleas challenging the Transgender Persons (Protection of Rights) Amendment Act, 2026 on April 7. The petitioners were represented by advocate Padma Lakshmy and senior counsel Arundhati Katju. T The court asked the Additional Solicitor General (ASG) P Sreekumar for clarifications whether on-going gender affirmative care would continue under the Amendment. The pleas will be heard again on April 10.  Live Law reported that the petition represented by Katju said that Section 2(k) (definition of transgender person) and other related provisions violate the fundamental rights guaranteed by the the Constitution of India. The plea insisted that the right to self-identification of gender is a fundamental right under Articles 14, 19, and 21 of the Constitution. The plea argues that Transgender Persons (Protection of Rights) Amendment Act, 2026, excludes many transexual persons by removing recognition based on self-identification. The Amendment instead bases identity upon medical interventions and cultural identity, excluding transmen, non-binary individuals, and transwomen who are not affiliated with the cultural identities listed by the Amendment.  Such an exclusion can result in individuals not receiving access to healthcare and legal protection. Senior counsel Arundhati Katju submitted that the petitioner was denied the hormone therapy they were previously receiving post the Amendment.  Live Law reported that Justice Bechu said that the court could grant benefit individually to the petitioner, rather than staying the provision. The court also asked the ASG P Sreekumar appearing for the government to “get instructions,” and look into the “reason why this change has been brought in”.  Meanwhile, Laxmi Narayan Tripathi and Javed Patel filed a petition in the Supreme Court challenging the Transgender Persons (Protection of Rights) Amendment Act, 2026 the previous week.  ]]></description>

<description><![CDATA[ While the government has already been using the IT Rules 2021 to block online content and creators, its powers are about to expand significantly — potentially applying to any user who posts on “current affairs or news”.On March 30, the Ministry of Electronics and Information Technology (MeitY) moved to formalise this expansion by releasing a draft of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Second Amendment Rules, 2026.The government issued this proposal just days after it blocked the accounts of satirists, cartoonists, and political commentators in late March. Authorities used Section 69A of the IT Act to justify these withholdings, citing concerns over sovereignty and public order.What the new amendments proposeThe government describes the amendments as “clarificatory and procedural,” intended to improve “legal certainty” and “strengthen enforceability”. But the draft fundamentally alters who is regulated, how actions are triggered, and the speed at which platforms must comply. Here’s a look at some of the provisions in these draft rules: 1) Rule 8(1) proviso — Extends news regulation to user contentThe amendment expands Rule 8(1) to apply Rules 14, 15, and 16 (blocking and oversight provisions) not only to publishers but also to intermediaries and to user-generated “news and current affairs” content.Example: A journalist’s tweet thread on a protest or a Dhruv Rathee YouTube explainer could now be reviewed and blocked using the same system earlier used for news publishers.2) Rule 8(1) + Part III — Platforms and users under the same frameworkBy extending Part III of the IT Rules to users, the draft brings platforms (such as X, Instagram, and YouTube) and non-publisher users under the same regulatory framework as digital news media.Example: Earlier, a Newslaundry report could face scrutiny. Now, even an individual explaining a court judgement on Instagram could fall under the same mechanism.3) Rule 14(2) — IDC can now examine “any matter”The Inter-Departmental Committee (IDC), which earlier handled complaints, can now examine any “matter,” including those referred directly by the government.Example: A ministry can directly flag a viral video criticising a policy and send it for review, even if no one files a complaint.4) Rule 14(2) &amp; 14(5) — Govt-triggered action (suo motu)By replacing “complaints” with “matters,” the rules allow the government to initiate action on its own, without waiting for grievances.Example: As seen during the BBC documentary controversy (2023), content can be blocked proactively — this kind of action now gets a clearer legal basis.5) Rules 15 &amp; 16 — Blocking and emergency powers extend to postsAuthorities can now more clearly apply the formal blocking process (Rule 15) and emergency blocking powers (Rule 16) to individual social media posts and accounts, moving beyond just websites or publishers.Example: During protests or unrest, posts sharing on-ground reporting could be blocked immediately, without prior hearing.6) Rule 3(4) — Govt advisories become effectively bindingA new clause requires platforms to comply with MeitY-issued advisories, directions, SOPs, and guidelines, even if they are not formal laws, as part of their due diligence obligations.Since these directions are not always made public, users may not know why their content was removed or how to challenge the decision.Example: Government advisories on AI or deepfakes – like those issued in 2024 – would now act as mandatory rules for platforms.7) Rule 3(4) + Section 79 — Safe harbour linked to complianceCompliance with these directions is tied to safe-harbour protection under Section 79 of the IT Act, which increases legal pressure on platforms to act quickly. (Safe harbour refers to the legal immunity that prevents platforms from being held liable for what their users post.)Example: When X resisted blocking orders in 2021, it faced threats of losing legal protection, encouraging faster, sometimes excessive, compliance.8) Rule 3(1)(g) &amp; 3(1)(h) — Expanded data retentionThe draft clarifies that data retention obligations under the IT Rules apply in addition to requirements under any other law, thereby expanding the period during which platforms must store user data.According to the Internet Freedom Foundation (IFF), this could increase the risk of surveillance and sensitive data leaks after extended storage.Example: User posts, metadata, and account details may be stored longer and accessed during investigations.9) Structural shift — From publishers to the entire ecosystemTogether, these changes expand regulation beyond news publishers to platforms, users, and content ecosystems, increasing the scope of oversight.Example: Instead of targeting a news website directly, authorities can restrict its reach by getting related posts removed across platforms.10) Overall effect — Continuous, proactive oversight of speechThe system shifts from a complaint-based model to one that allows ongoi ]]></description>

Access to company systems, including email and internal platforms, was revoked shortly thereafter.The communication, according to Business Insider, described the move as part of a broader “reduction in force and other terminations,” and said affected employees would be eligible for severance benefits subject to company policy. The email also instructed employees to share personal contact details to receive separation documents.In India, impacted employees have reportedly been offered severance packages that include 15 days’ salary for each completed year of service, notice period pay, leave encashment, gratuity where applicable, and an additional two-month salary top-up in cases of voluntary separation.The layoffs are linked to Oracle’s strategic shift towards artificial intelligence (AI) and cloud infrastructure. The company has announced plans to invest approximately USD 50 billion in AI infrastructure and has reportedly raised an equivalent amount in debt to fund its expansion. In a recent regulatory filing, Oracle said it expects restructuring costs for fiscal 2026 to reach up to USD 2.1 billion, largely driven by severance payouts and related expenses.The move comes as Oracle looks to strengthen its position against global cloud competitors such as Amazon and Alphabet.Uncertainty continues to loom over employees, with reports indicating that another round of layoffs could follow in the coming weeks.
